This greatly shortens the useful lifetime of the battery. Generally, never let the battery go below 20%, if you're not in desperate need to finish work. True Hibernation uses no power, unless the USB power on during Hibernation setting is enabled. Be sure to turn off that option.
Hibernation saving session to a file and turn computer completely off, so it won't drain your battery. @RamonRobben Modern computer managing charging pretty well, If battery fully charged, internal unit will cut off battery from charging.
Nitpicking: You're suspending, not hibernating. If you were actually using hibernation it couldn't have any battery use, even minimal. Suspension, unlike hibernation, doesn't turn the computer off, it keeps the session "alive in RAM" thus using a minimal power indeed. @harrymc thanks for the suggestion.
Sleeping will use some power to keep the RAM running to get you back where you left off. Hibernation mode will save the system state to the SSD and turns itself off using almost no power at all. Use fewer Startup Programs and Lighter Software Don't use a screensaver. They are pointless and drain your battery. Run fewer programs in the background.
True Hibernation uses no power, unless the USB power on during Hibernation setting is enabled. Be sure to turn off that option. Also, be sure you're PC is able to Hibernate, i.e., powercfg -h on has been set, there is enough room on the drive for hiberfil.sys, and, as mentioned, the battery has sufficient energy left to store RAM to that file.
Update Drivers (Windows Update for Surface machines), do a full restart and test. Nitpicking: You're suspending, not hibernating. If you were actually using hibernation it couldn't have any battery use, even minimal. 1. Switch off the salt battery storage system completely. With this option, you turn off the power to the entire system. You can do this yourself and do not need an electrician on site. To do this, switch off the circuit breaker or main system …
